General Statement of Duties
Performs responsible technical work on an assigned shift dispatching public safety personnel and equipment usually in response to emergency situations. The hours for this position are 12 hours shifts that can either be day shift 05:45 am to 17:45 pm or night shift 17:45 pm to 05:45 am. Successful candidates are also expected to work holidays and weekends dependent on their shift rotation.
Job Responsibilities
Distinguishing Features of the Class
An employee in this class is responsible for answering emergency and non-emergency telephone calls from the public and dispatching law enforcement; fire and EMS agencies. Work generally requires the employee to deal courteously with the public under stressful conditions. Guides may include standard operating procedures; training and procedural manuals; ordinances; and departmental policies and procedures. Work is performed under general supervision of the Telecommunicator Shift Supervisor and is evaluated through observation; conferences and the quality and effectiveness of work completed.
Illustrative Examples of Work
- Answers emergency and non-emergency telephone calls; prioritizes calls; obtains detailed information; including directions and types information into computer.
- Determines and dispatches the appropriate emergency personnel to accident and incident locations.
- Operates radios to relay information to the proper agency with the appropriate procedures for that agency.
- Upon certification; provides emergency medical instructions using established protocols to assist citizens prior to the arrival of emergency responders.
- Monitors the location and status of law enforcement officials and emergency personnel in the field to ensure safety.
- Uses Division of Criminal Investigation (DCI) and National Crime Information Center (NCIC) computer network systems to provide officers with information on warrants; driver's license; license plates; stolen items; wanted/missing persons; criminal history background; etc.
- Dispatches wrecker companies as requested.
- Performs other related duties as required.
Knowledge, Skills and Abilities
- General knowledge of the methods and procedures for operating the communications system.
- General knowledge of Federal and State regulations governing transmission by radio.
- General knowledge of radio code system and teletype procedures.
- Skill in operating radio and communications equipment and computer-aided dispatch terminals. - General knowledge of the geography of the County and location of landmarks.
- Ability to type at a minimum of 2600 keystrokes per hour.
- Skill in making decisions accurately and rapidly. - Ability to deal courteously with the public under stressful conditions
Education and Experience
- Prefer 2 years minimum equivalent experience with another 911 Emergency Communications agency and has demonstrated sufficient competency; ability and efficiency to perform assigned duties.
- Active training/experience within the past 12 months.
- Actively working of the following disciplines (Medical; Fire and Police dispatch).
- Graduation from high school
Licenses and Certifications
(If not already certified; must obtain certifications within training period.)
- Valid North Carolina Driver License. - Emergency Medical Dispatch (EMD) certification.
- Emergency Fire Dispatch (EFD) certification.
- Emergency Police Dispatch (EPD) certification.
- Division of Criminal Investigation (DCI)
- Applicant must be able to successfully meet requirements of NC Administrative Code; Title 14B;18A; 0401
- Cardiopulmonary Resuscitation (CPR)
Physical Requirements
- Must be able to physically perform the basic life operational support functions of walking; talking; fingering; hearing and repetitive motions.
- Must be able to perform sedentary work exerting up to 10 pounds of force occasionally; and/or a negligible amount of force frequently or constantly to lift; carry; push; pull or otherwise move objects.
- Must possess the visual acuity to prepare and analyze data and figures; operate a computer terminal and perform extensive reading.
- Worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.
- Worker is subject to atmospheric conditions that affect the respiratory system of the skin such as fumes; odors; dusts; mists; gases or poor ventilation.
- Worker is not substantially exposed to adverse environmental conditions; such as in a typical office or administrative work.
