This recruitment will be used to establish an eligibility list for the position of Fire Battalion Chief.

Under general direction, directs, coordinates and supervises the activities and operations of all on-duty Fire personnel; coordinates fire suppression, inspection, prevention and training activities within the Department; establishes goals, objectives, policies and procedures in accordance with the department and Citys mission statement and goals; provides professional, administrative and technical support to the Fire Chief; and performs related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Fire Battalion Chief is the management level class responsible for organization of the training program, direction of fire suppression and prevention activities, supervision of personnel on an assigned shift and management of support functions. This classification is distinguished from the next lower classification of Fire Captain by the level of responsibility and authority for full departmental activities.
SUPERVISION RECEIVED/EXERCISED:
General direction is provided by the Fire Chief. Exercises direct and functional supervision over fire and clerical staff.
Include but are not limited to the following:
Accepts management responsibility for activities, operations and services of the Fire Department including training, suppression, investigation and prevention.
Oversees and/or participates in the development, implementation and maintenance of the department goals, objectives, policies and procedures; ensures that goals are achieved.
Plans, coordinates and reviews the work plan for assigned projects and responsibilities which may include drills, building inspection and equipment inspection; provides administrative and technical direction to departmental staff.
Coordinates the selection, orientation, training and evaluation programs for departmental personnel; provides or coordinates staff training; identifies and resolves staff deficiencies; fulfills discipline procedures.
Represents the Department in presentations to schools, civil or fraternal groups.
Oversees and participates in the development of the department budget; participates in the forecast of necessary funds for staffing, materials and supplies; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary; proposes, presents and justifies divisional programs, projects, operations and services.
Serves as a resource for the department; coordinates activities with other departments and organizations; provides information and resources to City officials, departments and other organizations as is appropriate; provides staff assistance and technical support to the Fire Department and other departments.
Conducts financial, organizational and operational service delivery studies; makes recommendations to address and resolve identified service delivery issues; attends and participates in organizational and community meetings as necessary.
Stays current on issues relative to the field of Fire prevention, suppression and investigation.
Responds to and resolves community and organizational inquiries and complaints; prepares and presents staff reports and other necessary documents or correspondence to appropriate boards, groups and/or committees.

The work schedule of this position may vary depending on assignment.
For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
This position requires a twelve (12) month probationary period.
Retirement:
The City participates in CalPERS which offers pension benefits upon retirement.
New members (as defined by PEPRA), 2.7% @ 57; “Classic” members 3% @ 50. The employee will be required to pay a portion of their annual earnings toward their retirement depending on their relevant MOU. The City of Oxnard does not participate in social security.
Administrative Leave:
Employees who work an administrative shift (40-hour), which is defined as anyone not on a 24-hour fire suppression shift (56-hour), shall be entitled to 78 hours of administrative leave.
Performance-Based Leave: You are eligible for (1) day off every 6-months for outstanding performance.
Annual Leave:Life Insurance: City employees receive Basic Life Coverage under the existing level of benefit for life insurance. Employees also have the option to purchase additional insurance.
Deferred Compensation:Tuition Reimbursement: Full-time employees are eligible for 75% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to the maximum as stated in the MOU for work related coursework.
